The San Francisco Bay Area Air Quality Management District staff has reviewed and affirmed the data and Standard Operating Procedures. The monitoring equipment used, while not a federal reference method, is widely used in the environmental field because it is credible and generates reliable data, though it is not employed by the District in its ambient air monitoring network." [3]NOTE 3: According to the U.S. EPA: "The Reference Concentration (RfC) for manganese is 0.00005 mg/m3 based on
impairment of neurobehavioral function in humans. The RfC is an estimate (with uncertainty spanning perhaps an order of magnitude) of a continuous inhalation exposure to the human population (including sensitive subgroups) that is likely to be without appreciable risk of deleterious noncancer effects during a lifetime. It is not a direct estimator of risk but rather a reference point to gauge the potential effects. At exposures increasingly greater than the RfC, the potential for adverse health effects increases. Lifetime exposure above the RfC does not imply that an adverse health effect would necessarily occur." 3. Monitoring condition under “Field Notes & Observations” were determined comprehensively from the following criteria:

a. Pacific Steel is operating. Evident by noise, odors, smokestack activity, etc. 
b. Wind Direction: if sample was taken downwind of PSC emissions for the following amount of time, each condition was considered:
>50% of time downwind = POOR,
~50%-70 of time downwind = FAIR,
~70--90% = GOOD,
~90-100% =OPTIMAL
Note: Data for wind directions were taken from http://www.baaqmd.gov
c. Wind Speed:
Low – Moderate 1-10 mph = OPTIMAL.
< 20 mph = POOR. Low to moderate wind speeds ensure particulate fallout will occur in the vicinity of the monitor.

NOTE: The analysis (of the first two samples) shows that while these results are below health-based standards, they are also well above the 2006 Air District Results. It should also be noted that the samples were taken in less than optimal conditions. The result that comes closest to exceeding a health-based standard is the concentration of manganese measured in the second sample (0.032 micrograms per cubic meter), which falls just shy of the U.S. EPA reference concentration for manganese of 0.05 micrograms per cubic meter (based on impacts to neurobehavioral function).

The California Air Resources Board (CARB) operates particulate toxic air samplers in San Jose and San Francisco that has test for metal particles as well.  The Bay Area Air District has suggested that the following data be listed as reference information. The results from these test stations in were: 

SAN JOSE (2000)

  • Chromium particles were found at at an average concentration of .004 micrograms per cubic meter.  The highest concentration was .015 micrograms per cubic meter.

  • Lead particles were found at an average concentration of .009 micrograms per cubic meter. The highest concentration was .025 micrograms per cubic meter.

  • Manganese particles were found at an average concentration of .017 micrograms per cubic meter. The highest concentration was .065 micrograms per cubic meter.

  • Zinc particles were found at an average concentration of .041 micrograms per cubic meter. The highest concentration was .37 micrograms per cubic meter.

SAN FRANCSICO (2002)

  • Chromium particles were found at an average concentration of .003 micrograms per cubic meter.  The highest concentration was .014 micrograms per cubic meter.

  • Lead particles were found at an average concentration of .007 micrograms per cubic meter. The highest concentration was .023 micrograms per cubic meter.
  • Manganese particles were found at an average concentration of .011 micrograms per cubic meter. The highest concentration was .053 micrograms per cubic meter.

  • Zinc particles were found at an average concentration of .039 micrograms per cubic meter. The highest concentration in was .36 micrograms per cubic meter.
